University of Liberia College of Health Sciences (ULCHS) is the flagship public higher education institution (HEI) responsible for training Liberia’s clinicians, researchers, health policymakers, and innovators. Led by Dr. Bernice Dahn, who spearheaded work to establish a resilient health system and fit-for-purpose health workforce during her tenures as Deputy Minister (2006-2015) and Minister of Health of Liberia (2015-2018), ULCHS is poised to become a globally recognized leader in research utilization, meaningfully connecting
academics with policymaking, innovation, and clinical practice. ULCHS is home to Liberia’s sole medical school and to schools of pharmacy, public health, nursing and midwifery. ULCHS has conducted curricular reforms and created teaching and learning programs including faculty development trainings in teaching skills. ULCHS will:

Provide overall strategic vision for project planning based on local priorities and needs;
-
House, administer, and manage CTLI; employ faculty and staff to implement activities;
-
harness in-country expertise to assist in the design and implementation of all research utilization activities and educational programs;
-
Establish in-house administrative systems for long-term sustainability of financial services and grant application and management activities (i.e., pre- and post-award capacity);
-
Ensure appropriate maintenance of lines of communication and advocate with in-country stakeholders to minimize barriers to implementing activities; and
-
Leverage synergies with UL’s University-wide Teaching and Learning Center, which focuses on pedagogy and technology skills for faculty.

Yale University (Yale) is a world-class research and education institution that attracts and trains top scientists and educators, fosters interdisciplinary collaboration, and invests heavily in local, national, and international partnerships. Yale’s extensive international experience in research capacity-building, medical education, and health workforce development complements 14 years of collaborations with government leaders, faculty, policymakers, and clinicians in Liberia. Yale’s Office of Global Health and Poorvu Center for Teaching and Learning offer expertise grounded in promoting research-based decisions about teaching and
learning, rigorous evaluation, and sharing of the University’s intellectual culture. Yale has extensive experience in assisting partner universities in LMICs to establish new educational programs and create innovative certificate courses for professionals. Yale role includes:

provide administrative and fiscal oversight for the project;
-
assist ULCHS to establish and manage CTLI, the vision for which was adapted from models at Yale’s Poorvu Center and Vanderbilt University’s Center for Teaching;
-
lead development of the executive education Certificate in Evidence-Based Health Policy, and co-design the curriculum with MOH and ULCHS; and
-
serve as the primary technical assistance institution for the secondary school program, Camp xSEL, and as the co-technical assistance institution for faculty development

VANDERBILT UNIVERSITY
MEDICAL CENTER
Vanderbilt University Medical Center (Vanderbilt) coordinates and advances global health research, service, and training initiatives with internationally recognized technical expertise and a track record of successful programs in LMICs. Vanderbilt’s Center for Experiential Learning and Assessment (CELA) has broad expertise in medical simulation and in assisting LMIC institutions to develop simulation centers including in Kenya, Ethiopia, and
Mozambique. Vanderbilt’s Center for Teaching offers expertise in faculty development programming and curriculum design. Vanderbilt also has a strong record of successfully assisting partner institutions to build capacity in grants management. Vanderbilt will:

serve as the primary technical assistance institution for establishing simulation-based
-
learning at the ULCHS ELAB with expert guidance from CELA faculty and partners in Kenya, Ethiopia, and Mozambique;

serve as the primary technical assistance institution for the ULCHS Office of Sponsored Research Services and provide technical assistance to the Office of Fiduciary Services;

serve as the co-technical assistance institution for CTLI faculty development and mentorship programming and for the research-utilization capstone course (with Yale).
MARIE MARTIN

CONSORTIA FOR IMPROVING MEDICINE WITH INNOVATION & TECHNOLOGY
Consortia for Improving Medicine with Innovation and Technology (CIMIT) is a “center without walls” at Massachusetts General Hospital that fosters collaboration among academics and entrepreneurs to accelerate innovation and catalyze development of innovative health technologies. CIMIT’s expertise lies in connecting research to private sector entrepreneurship for development impact in the health sector. CIMIT has helped to establish medical innovation centers such as CAMTech Uganda and supported more than 900 healthcare innovations around the world. Examples of success in LMICs include the Augmented Infant Resuscitator, a low-cost source of life-saving Nitric Oxide, and the Car Part Incubator. CIMIT will:

serve as the primary technical assistance institution for CTLI’s innovation programming, guiding development of entrepreneurship-related activities; and
-
provide expert faculty to serve as instructors for innovation seminars and as senior mentors for both ULCHS faculty and the entrepreneur teams in the start-up incubator.
